Dear Mrs. Hollis,

This is to acknowledge receipt of your letter of February 24 which I have read with much interest.

I very much appreciate the expression of your views on the matter of the pending civil rights proposals. However, I do not feel that I can in good conscience support this legislation. This is true for reasons stated by me on the Floor of the Senate and in a recent article published in the North Carolina Law Review. I am enclosing copies of such statements and ask that you accept them as an answer to your letter.
